AMBER Alert Portal Highlights Public/Private Collaboration Best Practices, Says Center for Digital Government

A new case study from the Center for Digital Government on the collaborative origins of a state-based AMBER Alert Portal will be released at the Council of State Governments' 2005 Annual Trends and Leadership Forum in Wilmington, Delaware. The AMBER case study demonstrates the potential of doing the public's business in new ways, and is being released in collaboration with CSG, the State Legislative Leaders Foundation, National Conference of State Legislatures, and American Legislative Exchange Council.

The case study focuses on an ambitious modernization effort to bring AMBER to the Internet through a public/private partnership that relied on innovation and collaboration in state governments in concert with the support of the private sector.

Almost a decade ago, Amber Hagerman became the namesake for a campaign to alert communities about abducted children and speed their safe return. The AMBER (America's Missing: Broadcast Emergency Response) Alert program began almost a decade ago, relying on an emergency alerting system and the cooperation of local broadcasters.

The state-based AMBER Alert Portal is now being used to originate, escalate and distribute AMBER Alerts in eight states. The reach of the alerts has been extended to Web portals, highway reader boards, lottery point-of-sale devices in retail stores, and the pagers, cell phones and other wireless devices of individual subscribers -- all without cost to participating governments and the public.

The AMBER case study demonstrates the potential of doing the public's business in new ways, and is being released in collaboration with CSG, the State Legislative Leaders Foundation, National Conference of State Legislatures, and American Legislative Exchange Council.

About the market research report

The case study is the first in a series of Sawyer Cases, which build on The Sawyer Principles: Digital Government Service Delivery and the Lost Art of Whitewashing a Fence, which outlined a framework for addressing some of the common challenges and public-service demands placed on government today, and offers novel, unorthodox solutions that century-old adventurer Tom Sawyer might drum up if he were in charge.
